RSKG Welcomes Donald Rubin and James Chipman to the Firm

Rieff Schramm Kanter & Guttman (RSKG) is proud to announce the addition of two distinguished attorneys, Donald Rubin and James Chipman, to our legal team. Both Don and Jim bring decades of deep experience and respected reputations in the field of real estate tax law, further strengthening our firm’s commitment to providing exceptional service and positive results for our clients.

Donald Rubin has been a prominent figure in property taxation for over 40 years. With a career that began in assessment and appraisal practice, Don evolved into successfully representing commercial, industrial, and residential taxpayers.   Don’s multifaceted expertise is unmatched.  He is a former Chairman of the Chicago Bar Association’s Real Estate Taxation Committee and the founding President of the Illinois Property Tax Lawyers Association (IPTLA), where he played a pivotal role in promoting fair property tax laws across Illinois.  Don has consistently been recognized as a “Leading Lawyer” by Leading Lawyers Magazine and holds an AV rating from Martindale-Hubbell, reflecting the highest standards in both legal ability and ethics.

James Chipman brings over 35 years of experience in real estate tax law, having successfully represented a broad range of property owners in appeals at every level—from township assessors to the Illinois Property Tax Appeal Board (PTAB). Before entering private practice in 2023, Jim served as Executive Director and legal counsel for PTAB from 1994 to 2006. He has been an active leader in the legal community, serving as Chair of the Illinois State Bar Association’s State & Local Taxation Section Council and holding two elected terms in the ISBA Assembly.
